Tuki suggests PCI, FCI to plan work calendar for Arunachal
‘We cannot compromise with food security’
ITANAGAR, Jan 5: Chief Minister Nabam Tuki today suggested the Planning Commission of India (PCI) and the Food Corporation of India (FCI) to chalk out a planned work calendar separately for Arunachal Pradesh based on its specific and distinct geography and climatic conditions so that rural populace does not suffer during lean months of the year.
The Chief Minister had two separate meetings with PCI Member Dr Saumitra Chaudhuri and FCI officials in his office here this afternoon.

Expressing gratitude to the Government of India and the Planning Commission for their
continuous concern for the state, Tuki hoped that the Planners would show leniency
with regards to the Commission’s strict guidelines while approving projects and proposals
for development of the state. Touching upon the food shortage issue, he drew attention
of the Member towards the complete dependency of the people on the Public Distribution
System (PDS). He was also particular about the slow progress in implementation of
projects, including those under the PM Package, in the state directly under the supervision
of Central Government and its agencies. Highlighting that the Trans-
“As many as 30 circle headquarters across the state are yet to be connected by road,
owing to which people are migrating to towns and cities in large scale. If we do
not attend to it, there would be no population left in the remote and border areas
that may result in a security threat,” he pointed out. Accepting the facts laid down
by the Chief Minister, Dr Saumitra Choudhury responded that streamlining of the whole
implementation process was need of the hour. He informed to ensure timely and judicious
completion of projects the Commission was working on a strategy that would invite

The PCI officials would be holding meetings at Pasighat, Kibithu, Tezu and Vijayanagar in the next two days. They had in the morning visited Ziro on way from Guwahati to Itanagar.
In a separate meeting with K C Yadav, Under Secretary, Union Ministry of Food & Civil Supplies and FCI Deputy General Managers Jagdish Kumar and S K Saheb, the Chief Minister called for timely and regular supply of food grains to the base depots located in the state. He also requested supply of sufficient food grains and keeping buffer stocks for the lean months.
“We cannot compromise with food security,” he said while citing various reports of food scarcity appearing in the media and the criticism faced by the government.
“When FCI is solely a central government agency, we have no control over it. But when it fails to deliver, the state government has to face the ire of the people,” Tuki said.
While assuring smooth delivery of food grains to the base depots from the ensuing month, the FCI officials said the problem was due to disruption in rail communications due to gauge conversion works. The nearest railhead is at Amoni in Nowgong district of Assam from where the quota for all the base depots in Arunachal goes that results in delay. The FCI representatives assured that all hurdles have been resolved and supply of food grains to the state depots would be normalized.
They, however, sought a suitable land from the state government to establish the Regional Office at Itanagar, for smooth functioning of the PDS. The Chief Minister assured cooperation in this regard and also assured to impress upon the Ministry to give full powers to the authorities of the Regional Office so that they can work independently for the state.

Accidents are unintentional
Dear Editor,
Happy New Year to everyone! It is obvious that most of the people have their own New Year Resolution. So, I request everyone to keep resolution, because it is right time to change and improve our image, especially in the capital region. Right from school level we always used to hear about indiscriminate fine system after road accidents, and in most of case demands of new vehicles.
We never try to have mutual understanding, as all accidents are unintentional. For instance, one unique trend I have seen in the state is that whatever may be the situation, always bigger one become culprit i.e. the driver of the truck become culprit when it collide with a car, and a car driver becomes the culprit even when it is hit by a bike. At this juncture we should measure wrong and right. Not big and small. Damaged one should be repaired by wrong driver unless it is fatal or else forgive the petty cases.
Hence, I appeal concern authority to properly monitor in such cases, so that victims could get justice, and would like to request everyone to change their mindset and keep their ego at side because New Year gives us new hope.
Once I was on way to university when a bike hit my right front door, but surprisingly I was made to compensate for no fault of mine. Again, on other occasion, one Santro car hit my parked car, but I excused him thinking it was accident and accident is unintentional. Therefore, I, appeal my fellow being not to jam the traffic on the mid of highway for minor accidents instead one should understand and help each other as accident are not caused with an intention. Let better sense prevail in our society.

Take bandh callers to task
Dear Editor,
We would like to express our resentment towards the frequent bandh calls in the capital complex by various Unions, NGOs, and Associations.
First of all, the question arise why bandh caller are not arrested and punished in spite of repeatedly issue of order by Capital complex Deputy Commissioner that calling bandh is unconstitutional and crime as per Supreme court of India. The bandh caller can be easily nabbed at any time. But this never happened. Instead, the day of bandh call is observed like national holiday and hence, it further encourage calling of bandh.
Therefore, authority concern should learn a lesson that mere issue of order will not serve in tackling bandh call. The bandh culture will continue to reign and harass the entire dweller of capital complex as long as vested interest bandh callers are not given exemplary punishment as per law of the land.
Moreover, bandh caller should also know that Capital Itanagar belongs to all the people of Arunachal and India. Bandh Caller has no right to take the capital complex as hostage to blackmail the government. Common Public is like a scapegoat whenever an association or union starts demanding/raising issue against state government.
We would like to ask bandh caller why they don't go to court if the issue is legitimate instead of harassing the dwellers of capital complex.
For instance, despite the orders banning bandh calls, the UAEA and Abo Tani clan Youth association has called bandhs on 10 and 12 Jan respectively. We appeal these associations to refrain from resorting to bandh calls. Don't harass innocent public. Common masses will not support their cause if they resort to bandh calls.
As far as UAEA demand is concerned, there are so many ways to solve the problem. The common public like us are ashamed to see when candidates itself is challenging the highest body for petty reasons which could be amicably solved within the constitutional framework of commission. If candidates are not satisfied with the decision of APPSC then there is a high court to attend the problem.
Regarding NH52A, Department is maintaining the road regularly but after every six months, nature has its own way. Therefore, we cannot blame PWD or anyone else about flood, landslide etc. No one has the magic power to control natural calamities.
In fact, there are innumerable associations, NGOs, unions in the state. If all of these associations, NGOs, unions, starts calling bandh, then 365 days in year would not be enough at all. Who will be responsible for slow developmental work?
Therefore, we request the state government and concerned authority that now is the
right time to check bandh culture and to transform the "land of kushi-

We are not robots
Dear Editor,
I am an ardent reader of your Readers Forum which helps the citizens to express their grievances. I am one of the aspiring candidates of APCS exams. Through this channel I would like to bring to the notice of the commission the harsh treatment meted out to the candidates.
The extension of general studies paper on the 9th is no lesser a mental trauma inflicted upon the candidates. We have papers on the 7th, 8th and now on the 9th. Consecutively we would be writing for 18 hours and moreover, spending sleepless nights for three consecutive days would definitely render us fatigued. A healthy mind dwells in a healthy body. Treating us like a robot and experimenting on us is not a fair game.
APCCSE is the highest exam of the state and it thus entails proper preparation with proper facilities. I request the concerned authority on behalf of all the aggrieved to reconsider their decision and at least give us a day’s time before the GS paper. It is the commission which can make or mar the future of an aspirant.
Yours,
A Citizen

Bird flu research and future risk
It is estimated that H5N1 virus (bird flu) has killed or forced the culling of more than 400 million domestic poultry and caused an estimated $20 billion of economic damage in the world since 2003. About 60 per cent of those infected with it die.
While bird flu influenza was believed to be eliminated from most of the 63 infected countries, the UN’s Food and Agriculture Agency (FAO) reported last year a surge in outbreaks of the virus, with almost 800 cases recorded between 2010 and 2011.
